Assume that you are a junior partner in a consultancy acting as consultants to ECL Civil Engineering Ltd. (see https://www.eclcivils.co.uk/ecl/) who have contracted your consultancy to advise them on matters relating to preparing their bid for the Outage Store Sub-Phase of Phase-1 work of the Sizewell C project. (see page 125 of (https://infrastructure.planninginspectorate.gov.uk/wp- content/ipc/uploads/projects/EN010012/EN010012-001785- SZC_Bk6_ES_V1_Ch2_Overview_of_the_Sizewell_C_Project_Appx2A_Part_1_of_4.p df).
The Institute of Project Management defines project scope as outlining the boundaries and objectives of a project, specifying what is included and excluded, and defining how the team will deliver the outcome. It is a crucial phase in project planning that establishes the project`s goals, deliverables, budget, and schedule. Effectively managing scope ensures alignment with organizational goals, manages stakeholder expectations, and prevents "scope creep" (uncontrolled addition of features or tasks). The Institute of Project Management further defines five types of work breakdown structure (WBS), (deliverable-based, phase-based, resource-based, responsibility-based, and risk-based).
You are required to submit a consultancy report to the board of ECL Civil Engineering Ltd advising them on matters outlined in the following tasks
Critique the utility of each type of work breakdown structure by way of recommending a WBS to frame ECL Civil Engineering Ltd.’s bid for the ‘Outage Store’ work. (30 marks)
(a) Using the Sizewell C case study data, and any relevant research you conduct, prepare an appropriate work breakdown structure (WBS) itemising work elements that ECL Civil Engineering Ltd should include in their bid submission.
Level 0 is the title; in this case ‘Outage Store work’
Level 1 comprises the sub-sub-phases identified in the client’s Outline
Delivery Plan.
You are required to produce a breakdown structure for the project to at least level 3 (i.e., to at least four levels)

(b) Using the data in the scenario, indicative cost data detailed from the Melton Mowbray Distributor Road Project, (https://www.leicestershire.gov.uk/sites/default/files/field/pdf/2020/10/21/ Appendix-C-detailed-cost-breakdown.pdf), and any other relevant data, including that from your answer to Task 2 (a), prepare a baseline project budget for work relating to the Outage Store Sub-Phase of Phase-1 work of the Sizewell C project, clearly explaining and justifying any assumptions you have found it necessary to make. (20 Marks)
(c) Consider any contingencies that may be needed and provide a clear recommendation to ECL Civil Engineering Ltd, that would aid them to set their bid price relating to the Outage Store Sub-Phase of Phase-1 work of the Sizewell C project. (20 Marks)

It should also take the reader step-by-step through the data presented, and any calculations and analysis undertaken in preparing the response to each task.
The report will be marked and graded with reference to Table 1,
Required reading for the assignment includes APMBOK7, APM Competency framework (2023) and other core reading texts for the module plus a minimum of ten researched academic sources.
